I have a problem that has me scratching my head and maybe someone can weigh in on this. I am having fuel delivery issues on my 1989 Volvo 245. I've replaced the in tank fuel pump and fuel filter, and the primary pump was replaced 2 years ago and is running fine. I have also changed the fuel pressure regulator because I smelled gas in the vacuum tube. I discovered when I jumped out the fuel pumps I get 12V to the pumps and they run just fine. When I turn the key to ON, whether I crank the motor or not, the voltage drops to 4-6 volts to the pumps. If I unplug either the in tank or booster, I still get the low voltage condition, so it's not a failing pump pulling too much current I think. Thoughts?
