Cambelt issues

Hello all, I come bearing a question about my Volvo due to a fellow mechanic who didn't have a clue what he was doing. I have recently purchased a V40 from the scrapyard and had it delivered in a partially dismantled state non running, I began work on it and discovered codes for misalignment in timing and checking the timing yielded results of very out of sync Marks on the pulleys, I proceeded to look into it further and discovered someone had changed the belt and assembled it while it was reasonably knocked out of timing, however now I come to the issue that the pulley for the cambelt spins independently from the crankshaft so I don't know if I can rely on the pulleys timing marks to know that piston one is at TSC for timing, however I noticed that on the teeth of the pulley there is one tooth that is flat and aligns to the crank in a specific position. I'm assuming that this is like this to achieve a guide for what position the pulley should be in relative to the crankshaft however I wanted to double check as obviously that could result in a bent valve if it's not right. Anyone know for certain or shall I just continue to remove parts to manually check the piston is at TDC? It's a 2 litre diesel
