Bumper Cover Repair Question

Hi, helpful folks. My wife backed into a mailbox in my 2009 C70, doing some damage to the rear bumper cover. I'm unsure what the best way to fix this is. Could I glue or epoxy the loose flaps down and the missing chip (which I still have) in place? If so, how would I weatherproof the gaps and make them look ok without having to repaint the whole thing? Or should I pull the cover and do a full-on repair (or have it repaired)? Any suggestions appreciated!
