If the latter, try removing the radio, opening it up, and spraying the"pots" --the assemblies attached to the volume knob inside the radio chassis--while turning the knob and any attached concentric controls through their full range of motion several times. You may just have an accumulation of years of micorscopic crud. Any decent electronic cleaner spray will do--I used a Radio Shack brand, costing about three bucks.
