Drives: 95 VW Jetta GLX VR6 ( mine) ; 1988 Volvo 780 Bertone 6cyl ( moms)

On my moms 88 780 Bertone 6cyl, When u first turn the car on and drive.. at any speed, if u press the brake pedal the abs pump kicks back constantly. However, once u go over 20mph the abs light comes on, and the brakes work fine ( guessing it's disabling the abs system) any input?
