My 97 960 has them.
They are in a slide drawer in the arm rest cover of the center console between the seats.
Piece of advice from experience. Get some white grease and lube the sliding part of the actual holders. They are made of a cheap brittle plastic. When you close the drawer if not greased they can stick and not retract. Poof broken cup holder.

I have a 94 960 and I have the armrest holders. Two slide out the front and 2 out of the back... But the car did not come with them only 95 and later do, I purchased it from the dealership for about $320CDN and it was very very Simple to switch it out with the old armrest! It is ALSO WELL WORTH IT BECAUSE THEY ARE MUCH BETTER THEN THOSE Horrid pathetic excuses IN THE GLOVE BOX!
