My car has the hardest time driving in the heat.. (volvo 960 wagon) when I have the AC on and its about 90 degrees or hotter, then the car starts doing what it seems like loosing power. Then eventually a loud and high pitched whining sound, from the engine, that gets as loud as I put the pressure on the accelerator. The harder I press on the accelerator the louder the noise and vive versa. The temp is in check and I have plenty of coolant water and plenty of oil. What could it be?

You could have a bad bearing in one of the accessories or in one of the idlers.
When you can get it to happen try to remove the serp. belt and start it up and see if it still makes the noise. If not try spinning the pulleys and see if you hear the noise.
But if it still makes the noise with the serp belt off then you need to check the timing belt idler pulleys.
