I have a 95 volvo 960 that stalls and idles rough at times trouble code 241 what should I look at first

Code 241 is EGR system, flow malfunction. Inspect the vacuum hoses and elbows for leaks. It could be one of several possible faults. Bad vacuum, corrosion on a connector, blocked/defective valve or pipe.

The interesting thing though is there are no symptoms from any of these faults, just that you would not pass an emissions test. So there may be other things going on that have not thrown a code yet, failing fuel pump, time for new spark plugs, chaffed wiring somewhere and again high resistance in a connector due to corrosion. Some fault do not throw codes. Codes are just clues to be used in diagnostics.
