I'm pricing the cost of a new Volvo s40. I was interested in getting the xenon headlights, but the dealer said it would be about $700 to replace one if it was broken, so he advised against them. Is this accurate? Can the bulb be replaced without replacing the whole headlight?

Are you talking about High Intensity Discharge (HID) headlights? If so, the replacement bulbs are $100+ each. However, they are known to have a very long life, and once you drive a car with these lights, you will never want a car without them. If destroy a light assembly, as in an accident, don't worry about the cost; that's what insurance is for. My advice: GET THE LIGHTS, you'll love 'em.
