The 17 inch wheels and tires on m 2001 v70 t5 are a pain in the butt. The tires wear out fast and are constantly getting damaged. Can I replace the stock rims and tires with 15 or 16 inch rms with a higher profile, higher mileage, lower performance tire?

Yes. If you go with a 16" wheel you'll probably use a 205/55/R16. If you go with a 15" wheel you can go with either a 195/60/R15 or a 205/60/R15. Make sure that the offset is similar and check to make sure that there is adequate clearance for the brake calipers.

If you're worried about them getting damaged why don't you check out road hazard warranty? It's not perfect but it's better than nothing, and at NTB I believe I only paid $30 for it.

Unless you were talking about other tire damage hah.
