With the same car and same problem, I followed Stroller's advice and replaced the Fuel Pump Relay ($46. from the Volvo dealer, $40. at local auto parts). It is located inside the car on the right side of the console. You have to remove the panel under the glove box to access the relays.

The Fuel Pump Relay was green, had a big "B" stamped on the end, and pulled out. The plastic cover pulled-off first so I then used pliers to gently grasp the edge of the board and move it back and forth until it came out.

I inserted the new relay and it has worked well ever since. Thank you, Stroller; thank you Volvo-forum participants who offerred advice and support.
