When shifting gears, I release the clutch pedal yet the car responds as if the clutch is still being slowly released. Also, after engaging and driving at speed, if I go to accelerate the car acts as if the cluctch is being engaged.
What is the problem? What is the solutiom? What is the estimated cost?

It sounds like your clutch is slipping. Typically with Volvo 240s, a dragging clutch is more common as the release bearing and diaphragm tend to wear out before the friction plates. First you should check the clutch cable tension. The adjustment is a left-hand thread- set the cable so you have a couple of mm slack in the cable. If is still slips you'll have to replace the friction plate.
