i assume you mean the pollen filter?

if so remove the lower passenger side panel it is under there attached to the blower motor (big round thing) unclip a there she is. make sure you put the new one in the right way round.

I just did a replacement of my cabin filter. Decided to get a Bosch filter, the one they listed as the right type, and it does not have a proper plastics side.

The problem is then that it crumples up while inserting it (with the v40 you have to bend the filter to get it into the holder, because there is not enough clearance.

Anyway, I found that the proper OEM filters do have the bendable plastic sides and thus will insert a lot better.

I heard that some S40's have the cabin filter behind the gas pedal and others have it under the glove box. Where did you find this filter. I tried removing the pad under the glove box but could not see where a filter would go. Do you have any pictures?

You can do it like this:

The first step in replacement/inspection is to remove the kick panel at the bottom of the Glove Box and forward. The above shows the two Phillips screws that hold the panel in place already partially out. Remove the two Phillips screws and to work the kick panel out, slide it to the right to clear the vent on the left then set the panel out of the way.

With the kick panel out of the way, you need to push in on the clip that holds the bottom of the filter in place and pull it down. A small screw driver may be needed to help pry it down with the clip pushed in. Look at the below picture for what it looks like after pried open.

Disconnect the bottom retainer and move it out of the way. Next grab the two plastic tips hanging down and use this to help you pull the filter down out of the climate control box. As you work the filter down, you will want to bend it to the right as you pull it down.

pre 2000 s40 does not have a cabin filter

It does if the car comes with ECC like most SE spec and above cars.

what does the cabin filter actually do? Is it changed during a service?

Its filters the air coming into the cabing through the climate control system to remove pollen dust and reduce smells from outside. It should be changed every year and will clog up and reduce the system efficiency if it isnt.

Changing it can be a pain in the butt. Did it twice over the years.

Its not a bad job and should be changed every year. It only involves 3 or 4 screws and takes less than 10 mins in total.
