Trying to adjust timing by rotating the distributor located at the back of the engine but timing is not moving. White mark on the pointer is at 15 degrees but actual on balancer is reading 10 degrees with timing light.
Anyone might know why it won't change or am I supposed to disconnect a sensor prior to setting base timing.

94 940 b230 non-turbo.

Ignition timing on your car is controlled by the ECU and is not adjustable, are you having some running problem that makes you think the timing may be incorrect?
BTW factory spec for timing is 12 degrees BTDC @750rpm.
I'd say you are close enough to rule out any noticeable timing issues.

Car is running a little ruff and lacks power, so far I have replaced:
Cap and rotor
Plug Wires
Spark plugs (Bosch Platinum plus but thinking of switching to plus 2 or 4)
Air filter
Fuel Filter
Alternator belt
Postive wiring (had corrosion build up under insulation that created to much resistance and now get 14.30v from Alternator).
Also cleaned the MAF
Codes are 1 1 1
143K miles on car.

Probably need to buy a fuel pressure gauge and check at the Schrader vavle to rule out fuel pumps.

code 1 1 1 is no fault i do believe. tried cleaning otu throttle body and stuff like that, running injector cleaner through ...
