Anyone can give me the secret to changing the fog lamp bulbs?

There is no secret to it... you just have to undo several bolts holding black plastic cover underneath the engine, lower the cover and then reach for the fog light. The bulb holder (it is a kind of a plastic cylinder with wire coming out of it) can be removed by rotating it 90 degrees add pulling towards the engine. It is a 15 min operation all up.
