I got into my Volvo one day, pulled the seatbelt and was halted in the process. I took apart the panel to poke around. The only thing i could think of is that something went wrong with one of the safety features and it stays locked up. I want to avoid taking it to the dealer at all costs since I'm only 18 and fixing this, like everything else on my car, is going to hit me hard in the wallet. Please if anyone has any tricks of the trade It would be greatly appreciated.

The rolling mechanism probably locked up and got stuck in the process. Reel or feed the belt in and slowly undo the belt.

Needs time to do this for the front seat.

If its for the back seat, just push the seat-back forward and downwards, and then slowly pull it up again. This process will release the locking mechanism.
