Hi, i was wondering if i installed a manual boost controller on a stock 2001 Volvo S40 1.9t, would it be at all affective?

for what purpose? if it is stock, there is no reason for a manual control. now, if you were going to seriously tune the puppy, then yes, but no reason to spend money on something that is not needed at the moment. sorry. just save the dosh for later on.

would a turbo timer also be uneffective if applied?

yeah, same reasons. save up and do everything at the same time. no reason for these items now.

As long as you don't thrash the turbo and then kill the engine, ie don't give the turbo enough time to cool of it's own volition, you don't need one.
Besides, from all your questions I would honestly suggest that you talk with a motor sport/factors company, fitting a turbo timer with a vehicle that has an immobiliser built into the ECU is not the easiest thing to do.

Best bet, look in the phone book and the web for your nearest motor factors.
