When I purchased fuel approximately three weeks ago, the attendant did not replace the cap tightly. Subsequently an error message appeared on the message center stating "fuel cap loose or open". I tightened the gas cap, however, the messae keeps appearing. I have purchased fuel four times since and the message will not disappear. Is there anyway of resetting the message light without going to the dealer?

I had somewhat of the same issue for a couple weeks awhile ago. The light would go on out of the blue for apparently no reason. As dumb as it sounds, make sure the cap is on right. Then the light should go away. I haven't had the light go on since. Go figure

This is normal operation. The fuel cap is part of the OBD system of the vehicle. Normally after normal driving of the vehicle this light will go out. This may take time, Volvo has a very long drive cycle (procedures to get OBD monitors to set). If the light doesn't go out you can have the OBD monitors reset by either the dealer or at most automotive repair shops and parts dealers. I do not recommend doing this before your next emissions test if your state requires one, it may cause your vehicle to fail the emissions test if all the monitors do no set to a ready status. I happen to know all this because I'm involved int the emissions program in North Carolina.
