Hey All! I have a question about my heater in my 96 volvo 850.

It only comes on when I have it on full blast which is a drag when I only want it a little bit.

I don't know if it is a problem with the controls or the heater itself. I don't know anything so let me know what you think.

If your heater fan speed only runs at full speed then I'd be fairly certain the voltage dropping resistor that controls the various fan speeds has packed up.
