A vacuum source after the throttle body. Best place is usually right off the manifold.

Is the engine coming out of vacuum when you rev it? If not the valve should not move. If it is and still no joy install a block off plate on the stock CBV

for it to work properly you need the bov AFTER the turbo and BEFORE the throttle body. placement before of after the intercooler doesn really affect its performance.

the vacuum line will attach to the inlet manifold on a brass nipple. be careful tho some of these brass nipples may appear to be normal, but some arent drilled out.

you mentioned you have a new BOV ... have you blanked off the old bov on the turbo. ifyou have not then the new bov wont move at all because the pressure from the turbo will just force the old one open (as vacuum line holds it closed until pressure on the turbo is greater than vacuum line) creating a leak - basically you might aswell have a NA motor.

in the picture i have attached, you will see the red silicone piping with the silver bailey dv26i dump valve at the top by the oil filler.

if you follow the red piping to the left and then down onto the turbo, you will see a silver alloy plate with forge motorsport (or similar). this is the blank plate you need for the mod to work. you just un-bolt the old poohy bov/cbv/dv or w/e you wanna call it, bolt this in place, and then add your new bov somewhere else in the system like i have.

this is a 1993 940 turbo 2.0i intercooler L reg for reference btw :)
