anyone know if these are just caps to slip over the existing pedals or do they replace the rubber parts completely? also, anyone have any idea as to how much they'll cost?

They already are available—I have them. They are $63.96 from Boston Volvo's online parts store. Here is a link: http://www.bostonvolvo.com/menu_Parts_Store_3389. I can't link directly to the pedals though, so type "S40" in the search box, and then scroll about 2/3 of the way down the page.

As for the install, the accelerator pedal slips over the plastic pedal, and the brake pedal replaces the rubber pedal. Installation was really easy; it only took about five minutes.

i got my pedals today and just installed them:

i never realized the original gas pedal was just plastic before, no wonder it felt slippery any time it was wet out.
