Can you haggle when buying a pre-owned certified volvo S60 or are the prices pretty much fixed?

Sometimes you get a good deal on buying a New car vs. a Pre-owned. Makes sure you do your research first.

For example, three months ago, I purchased an '06 Volvo S60 T2.5 [with Sports Package & Premium Package] for $27,750 plus Tax & License [Sticker Price was: $35,755]

Anyhow, you can ALWAYS haggle; but, it helps if you've done your research. I was even able to knock my APR 2 percentage points by walking into the dealership with a check from eLoan. I told them that I would finance with them only if they would beat my eLoan rate (which I didn't disclose my rate until afterwards).

It depends on what the car has really, 12/26/2006 I purchased a 2003 S60 2.4T sports and premium packages with only 19340k for $16900, with T&T, registration, more warranty coverage it came to $21500. All in all a very good deal and so far highly pleased.
